Board reaches provisional transition decision

In June 2026, we informed you that the Board would be using the summer to hold very intensive consultations with the employers, unions and with De Nederlandsche Bank in order to produce a transition decision 2.0. The social partners also held further consultations with the PDN Pensioners’ Association (VDP) as part of this process. These consultations are now reaching their final conclusion.

Transition plan and transition decision amendments
Both the social partners and the management have had to amend their previously proposed plans. This was partly because DNB requested a change to the transition method but also because the previous plan had not taken into account the current high funding levels. These high funding levels provide a different perspective on the balanced allocation of assets amongst the various groups of members who have a pension with PDN.

Based on the transition plan amended by the social partners, on 18 September 2026 the Pensioenfonds PDN Board was able to approve an amended transition decision. DNB reviewed the proposed amendments during a close consultation process to help us reach a balanced decision on the transition decision.

Next steps
As soon as the amended transition plan has been formally adopted, Pensioenfonds PDN will publish this amended plan on its website and will provide an explanation about the changes.

The proposed transition decision amendments have now been sent to the Accountability Council for their advice, after which they will be submitted to the Supervisory Board for approval. Once any observations made by both bodies have been incorporated, the Board can ratify the provisional decision and submit it to DNB.
As the Board and DNB have been in close consultation, the Board expects that DNB will be able to provide a final answer quickly regarding whether Pensioenfonds PDN can proceed with the transition. This means that Pensioenfonds PDN remains on track to transition to the new pension system on 1 January 2027. This is also why preparations for the transition to the new pension system have still continued apace over the past period.
